The Renters Rights Act came into force in May 2026 - bringing stronger local authority enforcement powers around property standards. And from October 2026, new qualification requirements will change who is legally permitted to carry out an EICR.

What is an EICR and Why Do Landlords Need One?
An Electrical Installation Condition Report is a formal assessment of the safety and condition of a property's electrical installation - wiring, consumer unit, circuits, earthing, bonding and accessories. It is carried out by a qualified electrician using calibrated test equipment and results in a written report graded against current BS 7671 wiring regulations.
Since April 2021, private landlords in England have been legally required to hold a valid EICR for every rental property under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The requirements are:
EICR renewed every five years or before any new tenancy - whichever is sooner
Carried out by a qualified person meeting the required competency standards
Copy provided to existing tenants within 28 days of the inspection
Copy provided to new tenants before they occupy the property
Copy provided to the local housing authority within seven days if requested
Remedial works completed within 28 days of an unsatisfactory report
Non-compliance can result in local authority enforcement action and civil penalties of up to £40,000. Since the Renters Rights Act came into force in May 2026, councils have significantly strengthened their ability to pursue non-compliant landlords.
What Does an EICR Involve?
A qualified electrician will carry out a systematic visual inspection and electrical testing of the entire installation. For a typical two or three-bedroom rental property this takes between two and four hours. During the inspection the electrician will:
Visually inspect the consumer unit, wiring condition and accessories throughout the property
Test each circuit for continuity, insulation resistance and polarity
Check earthing and bonding throughout
Identify any circuits with incorrect or inadequate protection
Record any damage, deterioration or non-compliant work found
Grade any issues using the standard C1, C2, C3 and FI coding system
At the end of the inspection, a formal written report is issued. A satisfactory report - one with no C1 or C2 coded issues - confirms the installation is safe and results in a certificate that is valid for five years.
What Happens if a Rental Property Fails an EICR?
An unsatisfactory EICR - one with C1 or C2 coded issues - means the installation has faults that require remedial action before a valid certificate can be issued.
C1 - Danger present. Immediate action required. The property should not be occupied until the issue is resolved.
C2 - Potentially dangerous. Urgent remedial work required. Landlords have 28 days to complete the work.
C3 - Improvement recommended. Not an immediate safety issue but below current standards. No mandatory action required but advisable.
Common reasons rental properties fail an EICR include outdated consumer units without RCD protection, wiring that has been extended or modified without proper certification, deteriorated connections and accessories, and earthing or bonding deficiencies.

The October 2026 Change - What Landlords Must Know
From October 2026, the minimum qualifications required to legally carry out an EICR are being formally standardised for the first time. Electricians must hold:
A Level 3 Diploma in Electrical Installation
The 2391-52 Inspection and Testing qualification - a dedicated EICR qualification not required by standard electrical training
A current 18th Edition (BS 7671) certificate
Many electricians currently offering EICR services will not hold the 2391-52 qualification. An EICR carried out after October 2026 by an unqualified inspector may not be considered valid - meaning a landlord who uses an unqualified electrician could find themselves non-compliant despite having paid for an inspection.
