What the Law Requires - Landlord Electrical Safety Obligations

Since April 2021, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 have required all private landlords in England to:

  • Have a valid Electrical Installation Condition Report (EICR) in place for every rental property

  • Renew the EICR at least every five years, or before any new tenancy begins - whichever is sooner

  • Use a "qualified person" to carry out the inspection - from October 2026, this means an electrician holding specific qualifications including the 2391-52 Inspection and Testing certification

  • Provide a copy of the EICR to existing tenants within 28 days of the inspection

  • Provide a copy to any new tenant before they occupy the property

  • Provide a copy to the local housing authority within seven days if requested

  • Complete any remedial works identified in an unsatisfactory report within 28 days and provide written confirmation to tenants

Failure to comply with these requirements can result in enforcement action from the local authority and civil penalties of up to £40,000. Since the Renters Rights Act came into force in May 2026, local authorities have significantly strengthened their enforcement powers around property compliance.

Landlord EICR in Surrey - What to Expect

An EICR inspection involves a systematic assessment of the entire electrical installation - wiring, consumer unit, circuits, earthing, bonding and accessories tested against current BS 7671 wiring regulations. For a typical two or three-bedroom rental property, the inspection takes between two and four hours.

At the end of the inspection, we provide a formal written report graded using the standard coding system:

  • C1 - Danger present. Immediate action required before the property can be occupied.

  • C2 - Potentially dangerous. Urgent remedial work required within 28 days.

  • C3 - Improvement recommended. Not immediately dangerous but below current standards.

  • FI - Further investigation required before a verdict can be given.

A satisfactory EICR - one with no C1 or C2 codes results in a certificate confirming the installation is safe. We provide this digitally on the day of completion so you can share it with tenants and agents immediately.

EICR pricing guide for Surrey landlords

  • Four or five-bedroom house - from £275

  • HMOs and larger properties - priced on assessment

Remedial Works and Re-Certification

If your EICR returns an unsatisfactory result, you have 28 days to complete the required remedial works and obtain written confirmation. The most common remedial works we carry out for landlords across Surrey include:

  • Consumer unit upgrades - replacing outdated fuse boards with modern metal-clad units featuring full RCD and SPD protection

  • Earthing and bonding corrections - ensuring all pipework and metal elements are correctly bonded

  • Circuit repairs - replacing damaged or deteriorated wiring identified during testing

  • Accessory replacements - damaged sockets, switches and faceplates

  • Additional protective devices where circuits are inadequately protected

We carry out all remedial works ourselves, re-test the affected circuits on completion and issue the updated EICR certificate - so you do not need to coordinate between separate contractors or wait for a second inspection appointment. Everything is resolved in one process.

Consumer Unit Upgrades for Rental Properties

One of the most common issues we identify during landlord EICRs across Surrey is an outdated consumer unit particularly older plastic fuse boards without RCD protection. These installations pose genuine safety risks and will typically result in a C2 code on the EICR, requiring urgent remedial action.

We replace outdated consumer units with modern metal-clad units featuring full RCD and SPD protection, significantly improving the safety of the installation and ensuring compliance with current regulations. All upgrades are notified to building control as required and a full installation certificate is issued on completion.

A consumer unit upgrade typically resolves the most common EICR failure points in older rental properties in a single visit, bringing the installation back to a certifiable standard efficiently and cost-effectively.

HMO Electrical Compliance in Surrey

Houses in Multiple Occupation have additional electrical safety requirements beyond standard rental properties. HMOs require:

  • EICR inspection every five years - with potentially more frequent inspections depending on the licence conditions

  • Emergency lighting in common areas - corridors, stairwells and exit routes

  • Smoke and heat detection systems wired to current standards

  • Adequate electrical provision for the number of occupants - circuits, sockets and kitchen facilities

MS Electrical Solutions carries out HMO electrical compliance work for landlords across Surrey, providing EICR inspections, emergency lighting installation and testing, consumer unit upgrades and full documentation. If you manage one or more HMOs in Surrey or West Sussex, contact us to discuss your requirements.

Working With Letting Agents in Surrey

If you manage properties through a letting agent, the agent may require evidence of a valid EICR before marketing the property or arranging a new tenancy. We work with both landlords and letting agents across Surrey to ensure compliance documentation is in place promptly.

For letting agents looking for a reliable electrical contractor to recommend to landlords on their books, MS Electrical Solutions offers:

  • Prompt scheduling - we understand the time pressures of tenancy changeovers

Important - EICR Qualification Changes in October 2026

From October 2026, new legislation formally standardises the minimum qualifications required to carry out an EICR. Electricians must hold a Level 3 Diploma, the 2391-52 Inspection and Testing qualification and a current 18th Edition (BS 7671) certificate.

Many electricians currently offering EICRs will not meet the new standard. An EICR carried out after October 2026 by an unqualified inspector may not be considered valid - leaving landlords exposed to non-compliance risk.

MS Electrical Solutions already holds all three required qualifications. You can verify this on the NAPIT public register at napit.org.uk. When you book an EICR with MS Electrical Solutions, you can be confident the certificate will remain valid under the new October 2026 requirements.
